If you place an open wound into fresh dampen, it will actually PULL the blood out of you because of osmosis. The salinity and electrolytes contained by your blood will naturally flow towards an nouns of lower salinity and electrolytes. The cohesion / adhesion properties of water will also enjoy this effect. The ice or cold wet works when they are applied to the pressure points b/c it restricts the blood vessels.
Maybe if the hose down was realllllyyy cold. I've hear of docs ordering rime water lavages for GI bleeds that worked. We know that holding pressure stops bleeding, so it surely couldn't hurt.
