sure- fogarty caths are used all the time to declot blood vessel. using it to remove a piece of plastic might be a little trickier though. i ruminate you would be better off using something near graspers or pincers to hold on to the plastic rather than rely on the fogarty balloon to verbs out the plastic shard.
