Water for (heroin) injections expiry date?

A friend said they last injected heroin within 2003. I have found plastic packet of water for injections near expiry date 2007. What year would these have be manufactured?

My best guess would be they were made surrounded by 2003. Bacteriostatic water for injection commonly has an expiration date of 4 years. I used to enjoy a lot of vials of it to dilute my bronchodilator solution next to until a few years back they finally give me a premixed solution. But yeah, four years was what I remember that dampen for injection being obedient for.
