Because they are intellectually dishonest. The FDA not long released a study claiming that marijuana has no lawful medical uses. This flies in the facade of numerous scientific studies. To hold on to marijuana illegal for recreational use, they want to target the exposure to it for anyone at all. It is to some extent silly in sincerity. If you want to remove a scourge from society, ban alcohol instead of worrying in the order of whether cancer patients or people next to glaucoma are puffin on a joint.
