Answer:
While this may not sound severely humanistic, perhaps a flawless percentage of the world population periodically NEEDS to die off! Like lemmings, we hold a tendency to overpopulate--at tiniest lemmings have the dutiful sense to remedy the problem!

Diseases like the Black Death own historically occurred at approximately 300 year intervals around the world. That is until the miracle of modern medicine--now general public are still getting awful diseases--they just don't die from them--so they live long satisfactory to spread them to more people!
It is inevitable for drugs to become ineffective. That is a untaught process. BUT, it's not helped by ancestors failing to take ALL their antibiotic treatment.

Why does the public hold on to trying to blame someone for everything that happens contained by life ?
Lazy stupid doctors prescribing them for coughs and colds.
The Government for not restricting the Dutch auction of anti-bacterial household cleaners.
The public for being willfully unconscious about their proper use.
It's untaught for bacteria to become resistant- that's evolution. But as previous posters mentioned, doctors shouldn't hole in the ground in to the pressure to prescribe antibiotics for things close to colds. And actually, here are powerful antibiotics but they have caustic side effects, which makes sense since they are designed to interfere next to the natural processes of cell.
But whose responsibility is this after all? What are you doing to serve the situation? Are you studying science? Are you writing your legislators in support of funding for research? Or are you a moment ago complaining?
Nobody. There will always be some bugs that control to survive. The greatest factor, though, is in the sweeping use of antibiotics, and the two most important groups nearby are the antibiotics used in livestock and the patients who insist on a prescription every time they're sick. Close losing are doctors who use the latest and fanciest when an ripened, ordinary antibiotic will probably do fine. This is one of those areas that don't attain talked roughly much when we speak of "defensive medicine" and the malpractice crisis. Less courageous doctors tend to overtreat surrounded by order to constrict bad outcomes, and that may be angelic for the individual patient (or not!) but it is to be sure bad for society; however, society doesn't sue.
