Are nearby any countries that present low-cost cosmetic surgery and court remedies if the Dr. make a mistake?

I know that the cost of cosmetic surgery is much cheaper in heaps countries, such as Brazil. My big question is, if an American go to one of these countries and the Dr. makes a mistake, does the lenient have any lawful remedies? Thank you for your assistance.
