I agree beside above, I think you're referring to the artificial clotting agent given to Haemophiliacs. It rose to noteriety because of sloppy bio-security that lead to some Haemophiliacs being infected next to Hepititis and HIV. This was due to the Factor H man extracted from infected human blood. I think it's extracted from blood plasma.
