I am 21 years outmoded, why dont my nipples take action to sexual stimulation?

Whenever I am involved in chunky petting, or kissing, and am aroused..the nipple never gets rugged it just stays surrounded by the same everyday non-stimulated position..the simply time it changes is if someone touches it..and with the sole purpose in a sure way.

This is clearly normal. Not everyone is going to own pop-up nipples, just because they're turned on. Many women - myself included - one and only get erect nipples when they're individual directly stimulated. As soon as the stimulation stops, they go wager on to their flaccid state.
