no, because the vagina is muscle, not fat. what can contribute to the seemingly smaller issue is that sometimes when a person loses too much weight too soon, it can create muscle loss.
i can honestly say that i enjoy sex when i am heavier, verses that when skinny..but that has to do with weight upstairs, not down.
