It's not implantation because if you have implantation you are pregnant and white doesnt come out..it's like a brownish or pinkish discharge that comes out. You may be suffering from an infection because like you said you are itching and yes if you have infection you have these white discharges that smell! If you masturbate and your hands are dirty..that is one cause of the infection! make sure everytime you touch your "fanny" as you quaint it, your hands should be clean because that area is very sensitive.
Drink lots of water and go see a doctor for medication.
Also a white discharge and you itch like crazy could be a yeast infection. It doesn't go away by itself and the itching gets worse - it's horrible. There are some over the counter medications for yeast infections now, so if you aren't going to go to a doctor, try something like that and see if it works.
