at what 'stage' of breast development can women produce milk. Like could a teen mother in the '3rd stage' nurture her baby?

if a juvenile can get pregnant, she can build milk.
I agree, if a girl gets pregnant, her breasts will develop and produce milk. However, if fluid can be expressed from a woman's/girl's breasts, but she's NOT pregnant, it could be a symptom of a medical condition and she should discuss it beside her physician.
If you are asking if a teenage mother within her third trimester of pregnancy can produce milk, the answer is yes as already stated by the RN above.
you can only produce milk if you are pregnant once you are your body starts to produce milk so at any age basically at least you own to be pregnant

I don't think your body could find pregnant if it wasn't ready to produce milk. I've never hear of breasts developing in stages.
