if you focus its just because of attraction and arousal, most men achieve attraction by legs,thighs,back.
men's also hold nipples, why those are not sexual organ?

Boobs aren't considered sexual organs within all cultures. In reality in some places women jump topless. They are only sexual because our society say they are. Men can be attracted to the boobs because it may remind them of the bond they once shared with their mother.
sexual attraction is largely base on reproductive health. the size and shape of a man's breasts doesn't enjoy a lot to do beside his child-bearing value, so women aren't aroused by them, but men are interested within women's breasts because it has be an evolutionary advantage for their masculine ancestors to feel that style.

Women probably don't want to walk around beside their boobs flying all over their entire natural life, right? So maybe it only just started for support, and became a norm. Eventually everybody a short time ago agreed, women wear shirts.
Men still do plenty of looking at breats, whether you've got a shirt on or not... So i doubt that have anything to do with it.
