Medicare will pay for home health care if it is skilled nursing care or therapy. They will cover some home health services, such as bathing, IF the patient receives skilled nursing or rehab services. For any home care coverage ALL the following conditions must be met:
1. A doctor must decide the patient needs medical care in the home and makes a plan for home care.
2. Grandma must require at least one of the following - skilled services, skilled nursing care, or physical, speech or occupational therapy.
3. Grandma must be homebound. Homebound means leaving home is a considerable and taxing effort. If she can run away from nursing homes my guess is she's not homebound.
4. The home health agency must be approved by Medicare. This means you can't get paid for helping unless you work for an agency that's approved.
Medicare does not pay for custodial care or help around the house. It does not pay for personal care required by people with chronic health conditions. That is what a long-term care policy is for. If she doesn't have a long-term care policy Medicaid is her only other option but she has to qualify financially. To see if she qualifies check the Medicaid office for your state because each state's laws are different.
