Genetics has plentifully to do with it, but not everything.

Just because your mom has big breasts doesn't be set to you will. My granmother is an A cup, my mother is a doube FF cup and I am a D cup. It just depends on how you develop. Some women gain bigger or smaller depending on their weight going up or down. Some girls develop precipitate and and some a little after that like after 13. Their is nil wrong if you develop later surrounded by life. You are still childish and have plenty of time to grow.
You must look at both side of you ethnic group. Father and Mothers side. Sounds like you are on your passageway. They just don't pop up adjectives at once. Bigs boobs are not all that anyway. All ways seem to be in the method in my experience.
