Sorry honey, they are genetic. Your breasts are made up of flab and milk ducts. There is no exercise to make them perky similar to you are talking just about.
You can try working the muscles underneath the breasts by doing push-ups, and lifting small hands weights over your person in charge, out to your side, curls.
Look at your mom is she big? Older sisters? Look at them. If you are going to grow taller, a size B is small, so give yourself time, be forgiving and you will probably grow into them. Right now you are immature and very self concious which is OK. But I feel a year or two down the road you will change your mind more or less wanting to be smaller, esp. if you grow taller.
