They're a combination of fat and tissue and milk ducts. When you own a baby the hormones stimulate milk production - so the milk ducts within your breasts enlarge and I believe displace or replace the grease cells - which is why women who nurse heaps children for a long time often hold flat breasts. The more the baby nurses over time, the more milk is produced (it's a supply and constraint thing). When the baby stops nursing the milk production stops (it take a few weeks for it to really stop)

breast tissue is much similar to fat tissue plus other stuff to trademark milk. how milk is made requires about two years of graduate studies to answer that!! simply put, one of the miracles of God that make sweet milk from blood!

Otherwise, it's nonproductive unless there is a hormonal disparity. Men, too, can have breasts, breast cancer and other problems so it's not solely a feminine thing!
