Should Retardation be a Celebration?

I know a few mentally retarded people. and they adjectives have be surprisingly happy, gleeful, and hardly ever awful or depressed. does anyone think that perchance they are happier than "normal" people? is jubilation bliss? should retarded people be looked at contained by a different way than pitty as most individuals think?
