you could get nitrous oxide, which you can any get from a whip cream can, or you can buy chargers off of ebay [they hold a small amount but respectively one will keep you laughing and giddy for in the order of 2 or 3 minutes straight]

Haha! yes there is as long as your 18. I hold friends who jus barly turned 18 and got in attendance card.
