This could be because you have a hemroid. Try using a stool softener and medicated cream. Blood from the anus is a sign that you are "pushing too hard".

Instead of dry toilet paper do what I do and get baby wipes. I've been using them for 3 years now and I wouldn't wipe my butt with anything else. When I'm at a friends house and have to go badly I always look for baby wipes in the bathroom before I sit down and if I can't find any I just wet the toilet paper with water from the faucet.
Stop using a wire brush and it will clear up shortly.

are you constipated? you may be, and/or you are pushing too hard, and causing small tears, that is where the blood is coming from. try eating more "roughage" in your diet, this will allow for a softer stool. i would suggest some stool softeners, but that may be ineffective because then you can't poop without them. hope i helped.
See a doctor.
#1 Use wet wipes, serioulsy, use some wet wipes instead of toilet paper for a bit and see if the blood goes away (plus they feel so good and you get so much cleaner) if it does, you're good to go
if not then
#2 it could be a small hemerroid, small enough for you not to notice it but still it can bleed. if this si the case you need to just eat better food (more fiber) and try not to be consitpated (poop at least twice a day) and also taking the suplement Biorutin heals hemerroids
