Can they refuse to do my surgery?

If the situation is life-threatening, the hospital is required to bring you to a stable condition before you can be released. Hypothetically: If someone needs a bypass, they can be denied. If they have a heart attack for the untreated issue however, the hospital will then be required to get them to a stable condition.
I know it sounds grim but there is some light to this tunnel. Head to the hospital. Hospitals are a business and they want to get money just like everyone else, but they don't care where it comes from so if you go and need, they will help you to get every possible benefit they can from social security to state benefits to whatever they can squeeze a penny from.
Also, many hospitals are willing to set up a payment plan of sorts if you can prove you will be able to pay them for the surgeries. With most hospitals this works rather like purchasing a car, but with less stringent requirements on your credit checks etc.

That's probably rather painful but rarely life threatening. I would stick to my original advice and get to the hospital now. The earlier you arrive to try and arrange payments, the more motivated you'll seem and the more likely the financial people there will see reason to front you the surgery with a payment plan. You might get lucky and they'll find enough benefits you need to get it paid.
To note: That is a fairly common disease and I should think you could find a different surgeon at your previous hospital that is capable of the proceedure (though I can also understand the need for security.) Furthermore, treatments for this disease are usually concidered elective since it is rarely life threatening (despite how much pain you're probably going through) so you'll probably have to find a way to pay every time.
It will depend on the type of hospital you go to ... private or nonprofit.
However, either way, they're gonna make you sign papers agreeing to pay.
I am aware of some laws that require proper medical treatment, regardless of ability to pay.
Depending on the State, you may be eligible for State aid.

In order for me to answer this better, I need more info. What kind of surgery are you talking about? Also, did you have insurance when you had the other surgeries?
If its a life or death situation, no they cannot deny you care because you don't have insurance.
But they will make you pay one way or another. You can check into state aid or financing options. Maybe even take out a loan.

Hmmm, that's tricky. I know many hospitals can't turn away serious emergencies or pregnancies; but something like this, where you know about it ahead of time . . . I'm not so sure. They may make you set up a payment plan in advance. Have you checked out your county/state agencies? Maybe you could qualify for medicare or something.
no, they can not. you can not be denied medical treament if it is necessary. if it isn't cosmetic, or elective and it MUST be done they are unable to deny that. either you can make some kind of payment plan, or they'll just have to write it off. you should possibly look into medicade...

Hospitals love that money. They may even help you to sign up.
If you are going to a hospital that accepts public funds, they cannot refuse to treat you. I would contact the billing department of the hospital right away and tell them your situation and I am sure that they can set up some sort of a payment plan for you. I would not wait until the pre-op to deal with this matter.

Yes the surgeon can refuse to do it. However, the hospital may have a different policy where it may not matter to the hospital if you have insurance or not, now the hospital would pay the surgeon and other arrangements would be made for you to pay the hospital.
If you are going to a private surgeon, then for sure the surgery won't be done until paying plan has been established.
