there are tanning sprays and cremes that work capably. i'd say a spray might work better for your foot. just try one that isnt too weighty in color at first so you can suntan your feet leisurely.
i have like peas in a pod problem. I work outside painting and landscape so i get a great sunburn on the rest of my body but my feet never capture sun cause i other have to own sneaks and no-show socks on.
I've tried the sprays and they work ok for me.

You could try some self tanning lotion. Get a good one...the cheap ones turn you ginger. Make sure you put it on carefully so you don't own weird streaks. Keep it away from your heels...they will turn a funny color. And, rinse out your hands moral when you are done.
Well, try walking around bare foot out side. Or step to the pool or beach more recurrently to work on the tan. Also, you can try fabricate tanners, but you might turn orange..
