Had that for awile when I was younger. Go talk to your doctor, he will probably tell you to get a rub on cream (Or send you to a dermitologist). But, down there, there is a good chance that what you have is the beginning of a rash (Starts out with little red bumps, that look like pimples, but if they get scratched, or even get rubbed by clothing, will erupt into a full blown rash), in which your physician will either tell you to go to a dermitologist, or give you antibiotics, and (once again) a cream.
