Shin splints.
Here is a trick I learned to help with that. Even if your lactose intolerant, it will help.
Drink a glass of milk before you do your exercises.
It sounds like shin splints to me.

Make sure you have a good pair of trainers I was exercising in bad trainers and had really bad legs and then got better trainers and was like a new person! Good shoes definitely help.
I used to get this while on the Treadmill. I was told it was Shin Splints as all the other answerers think too. Apparantly the condition is hereditary? so maybe check if other family members suffer from it too! I helped the symptoms by massaging the front of my legs - use moisturising cream to keep the skin smooth, and apply a small amount of pressure while rubbing in a circular motion and kneading up and down the leg(s). And try to rest your legs just for a little while - rest for too long and they'll seize up!
Hope this helps!
You may be suffering from 'shin splints', stop exercising and see your doctor.
