Ibuprofen - esp. Advil liquid are great for both.
Tylenol is for pain and fever. Ibuprofen works on pain and inflammation with some fever reducing properties. Aspirin is similar to Ibuprofen but has more side effects and more precautions so your better of to take the Ibuprofen.

It depends on your body and what you have used in the past. I have developed temporary immunities to these at times, because of overuse. I find that often the combo drugs - the ones that include aspirin and acetaminophen and caffeine, for example, are more effective with some types of headaches than just any one of those ingredients. For muscle aches, Midol works great for me, at least. Sometimes a cold compress and breathing exercises help more with my headaches than medicine.

There's no such thing as "best." Try them all (not at the same time) and see which works for you. I usually use ibuprofen, but sometimes acetominaphen works when that doesn't.
You need to have a think about what is causing this headacache. Excess alcohol will respond to fluids, tension will respond to relaxation such as a warm bath and soothing music. Most headaches that have no particular cause will respond positively to Paracetamol
As one other person has already rightly said, there is no best option as these medications work slightly differently on different people.

The second point to take note of is that in certain conditions some medications may have side effects. For example, I find Ibrufen or Brufen or Ibuprofen depending on where you are is very effective for headaches and in general works very fast but if I have an upset stomach at the same time Ibrufen is not the answer because it can make my stomach worse.

Thirdly, there is the view that you can become immune or addicted to some types of medications through over use or continued use. This too can be a reason to change types from time to time.

At the end of the day with any type of medication, if in doubt ask your doctor. Usually, if you are in front of your doctor some whatever the reason if you ask a simple question such as to recommend a type of medication for headaches they will happily answer without extra charge.
It depends on your body and how much it is used to pain killing drugs, Tylenol and aspirin don't work for me, only ibuprofen does, but it works good so I would try that.
