Who have access to prescription files?

My husband went to his agony management doc and the doctor have a printout that showed every pharmacy my husband had visit and what prescription he had bought/filled at respectively store. My husband's doc was foolish because he got his RX chock-a-block at several different pharmacies, but I am always sending my hubby out near a coupon whenever he gets a exotic RX. Kroger, CVS, RiteAid offer $25, $30, $50 etc to tranfer a script, here contained by GA they are very competitive. What I'm wondering though, is, did the doc return with this prinout from the pharmacy, the insurance company, does the doc have access to it himself, or how did he draw from the printout of all of the store visit? One of the RX techs gave me a frozen time about using a coupon and I wondered did she alert the doc to create us problems? Since my husband is on pain meds, the doc have him sign an agreement to visit lone one pharmacy from now on. Seems not unprejudiced that others can change pharmacies and utilize promos, but not if you are taking opiates (pain meds).
