You know what, it really is an old wives tale. Don't think that you can eat enough carrots. I also think that whatever damage you have (in your eyes) you will never fix. For example, if you wear glasses ( I do) you will never not wear them. Even if you wear them 24/7, your eyesight will never be 20/20. You will always have that handicap.
