Why are people asked just checked into the hospital they are required to take their underwear?

Answer:
Your question is kind of confusing...

Your required to strip down to your underwear and put on the gown because it's easier for the doctors to do what they need to do in an emergency. I've never removed or been ask to remove my underwear though.
take their underwear.where? your question makes no sense.
Those hospital gowns are required for good reason. If an emergency occurs, the doctors may not have time to hassle with removing clothing. The gown can be ripped off or removed in the least amount of time.
Don't be giving up your undies.
