A couple of possibilities:
1. Scabies
2. contact dermatitis.
3. Virus.
See a doctor and especially a dermatologist. Anything that persists longer than 2 weeks needs evaluated, especially with your daughter's recent health issues, even though her disease is usually a childhood one and not an adult one. Have someone at the docs take a culture of one of the red bumps and send it to the lap so you don't get jerked around with "possible" diagnosis and ineffective treatment.
I hope it is just skin irritation to something you are using on your hands or a food and nothing serious.

even before i got to the part where you wrote about the hand foot and mouth, i was thinking that that's what it was. maybe it is hand foot and mouth, and it keeps coming back because you haven't been treated for it.

In my mind & r explaination I believe u have or picked up an allery to something, whether or not r daughter maybe a contributing factor, I don't know. However, if so it is contagious & would see my Dr. ASAP, after all how many people, things, children have u touched. This maybe serious in an adult point of view. Plse see r Dr. asap & All The Best to U & Results. Could Generic catching it from r child in a time re-laspse. All my Best Sweetie!
