It may be eczema. Try putting a mixture of witch hazel, tea tree oil and lemon liquid on them. This will dry them up and also eliminate any microbes. Stop scratching too! If the problem is that they are dry, and this is why they might itch, try aloe. It is best if the aloe is pure and not mixed next to alcohol. This will also help if it is eczema. As someone above suggested it may be lice, if that's the luggage, cover your head contained by mayo and a plastic bag and tolerate it sit for a half hour... that'll slay them!
this sounds like it may be folliculitis or seborrhic dermatitis ... you want to buy a shampoo that is for dandruff and depending on whether your hair/scalp is fatty or dry, choose a shampoo containing pyrithione zinc (usually better for dry hair, and oodles contain all-in-one conditioners) or one with salicylic acerbic (2% to 3%) for oily spike. The scabs are likely freshly folliculitis (infection and inflammation of hair shaft) due to the underlying seborrhic dermatitis. Regular use of the shampoo will serve prevent recurrence. You can treat the scabs that are near with small amounts of antibioitic cream or salve at night to win rid of the isolated spots. If they don't go away contained by a few days after changing shampoo and using the antibiotic ointment/cream, next go see a doctor.
Not to panic you but it may be lice. Lice cause bumps that look similar to bug bites because they are parasites. Look for little white eggs or nits.
