Squats and lunges are the best exercise for legs. Also do a few calf raises, so that you can enjoy nice, defined calf muscles.
lie on your pay for and lift up your not here leg, put it down, then your right after both, do this cycle and it will strengthen your leg muscles
Why would you rule out running? If you have some physical malfunction, perhaps cycling would be a well-mannered alternative...
I'm 10K runner and i do wear sox filled beside sand in plastic plenty fixed with bondage, approaching 3 Pound per leg, and exercise at home or jogging 3 miles every second daylight..it is very potent.good luck!

Squats & Burpees... also try swimming with flippers on and kicking near a kickboard! Great exercise!
