Gaining muscles, losing fat.?

I have approaching 2 inches of fats at the floor of my arm, and i want to get rid of it and gain muscles at like peas in a pod time. I know the best solution is doing cardio or swimming to get rid of the fat, but i cant do cardio at the moment because i have injured my legs, and the doctor advise me not to strain my legs if possible for approaching 3 mths. the doctor told me not to strain my legs, not even swimming. But how do i get rid of the lode of fats within, and gain muscles? Pls tell me!!

to build muscle you are required to increase the amount of calories you put into your body per light of day. to lose fat you call for to decrease the amount of calories you put into your body. see how you can't do both?
