Is it possible to exerices TOO much surrounded by writ to lose counterbalance?

I was told by one personage that if you do too much exercise your body shuts down and stops burning fat...another personage told me that the more exercise, the better, when wanting to lose weight and you can single do TOO much excercise when talking around weight training etc as later your body needs more exercise than training to build muscle etc.who is right?
