What foods facilitate burn rotund but not gain muscle mass??

What foods would be better to eat while you are trying to loose the overweight and not turn it into muscle? I just want to lose the tubby then tone. I 've hear of eating stuff next to fiber (wheat bread and products, pasta, fruits and veggies) but i'm not postive on what would be more of a help than a fetter.
