No, its not a steroid, and its nothing special. Its just creatine with some other junk mixed in. A regular tub of creatine will give you the same results. It contains a creatine known as creatine ethyl ester (CEE).
It will give you a little bit of strength and it will make your muscles look bigger because it will cause them to retain water, it doesnt cause real muscle growth. Go online and look up creatine and youll come up with tons of info.
