The above answer is correct! Most orthodontists will not be willing to take you as their patient without you signing a contract that will state their total price of treatment.
If you brought the full x-rays that must be current, and molds -- then you might be able to negotiate some savings when you visit them for an initial ortho evaluation.
Bottomline, some orthodontists have better credentials and more experience than others, and your best best is whatever city you decide to call home to start shopping around based on reputation and references, and of course "price."
With regard to price, the only way you could save is with DENTAL INSURANCE but the fact that you are coming from another country, most likely you are like most Americans and have no dental insurance, which is add'l insurance coverage only some employers offer as a full-time employee benefit.

I wouldnt suggest that because most orthos are just gonna have you take your wire off and recharge you the fee to take your molds again before they do anything because they want to cover their butts from getting sued. When you get the braces you are gonna have to pay an initial fee. Everytime you go to a orthodontist here you are gonna have to pay to get them tightened. Your ortho in the Philippines probably wont even give you your records until you have paid him all his money( happened to me) and the new ortho wont do nothing without them unless you pay him to redo all your xrays... I would suggest just waiting until you get somewhere stable and get them put on there and get them tightened there by the same orthodontist!!
