There are people born with a greater number of fingers and toes. They are usually surgically removed. If a person keeps the increased number of toes then they have to drive a toe truck!
Are you asking if there are people with 8 rather than 10 toes on both feet, or 8 toes rather than 5 on one foot?

There are a few rare cases of the latter. I don't know of any of the former.
